Scenic Hawaii is supporting two bills (Senate Bill (S.B.) 2219 and House Bill (H.B.) 2705 relating to Outdoor Advertising (which includes Political Signs).

We would encourage our members to call their Senators and Representatives in support of these bills if they are voted on. The purpose of these bills is to prevent the type of chaos that occurred with the unchecked proliferation of campaign signs that we saw in the 2004 elections, which not only created visual blight, but actually shed more heat than light on the political discourse. Accusations of vandalism and theft of signs distracted attention from serious political issues.

The bills were drafted by Law Professor Jon Van Dyke, a well recognized expert on Constitutional law, especially First Amendment rights, so it contains legally defensible provisions that balance scenic preservation with the protection of free speech by regulating the "time, place and manner" for posting signs of a political nature on residential property.

The Bill was drafted and introduced at the request of Scenic Hawaii, Inc.

Scenic Hawaii is also supporting H.B. 2707 and 2708, which amends the Outdoor Advertising statute to regulate signs displayed on vehicles.
